Grand Bahama has spent most of the last decade being discussed in terms of potential. In October 2026 the discussion acquired dates: a $400m cruise terminal approved with a construction start in January 2027, a replacement airport terminal targeted for early 2029, and a $1.1bn sovereign bond that refinances the island's power utility debt. For anyone underwriting Grand Bahama property investment, the question is no longer whether capital is coming, but how an acquisition should be sequenced against a build calendar running to 2029.

## What was decided in October 2026

Three announcements inside a single week set the frame. MSC received approval to invest $400m in a four-berth cruise terminal at Billy Cay in Freeport Harbour, on a 54-acre man-made industrial site leased from Freeport Harbour Company. The environmental impact assessment, prepared by JSS Consulting and dated 26 June 2026 with a revision on 9 October, puts peak handling at up to 20,000 passengers per day across four ships, with berths sized for Icon- and Oasis-class vessels.

Prime Minister Philip Davis confirmed in a national address in Freeport that the new Grand Bahama International Airport terminal is targeted for early 2029, with construction beginning before April 2027, and that demolition has begun at the Grand Lucayan, which Concord Wilshire is redeveloping. The third item was financial: a $1.1bn foreign-currency bond, the country's first global issue in 17 months, including $332m of Grand Bahama power-sector refinancing.

## The delivery calendar through 2029

Dates matter more than totals, because they determine when labour arrives and when visitors arrive. The publicly stated schedule, as of late October 2026:

- **December 2026** — site clearance begins for the MSC beach club on 20 acres at the Grand Lucayan site, built through CTL Maritime.
- **January 2027** — construction start at Billy Cay, subject to permits and approvals.
- **Before April 2027** — construction start on the new airport terminal; airfield safety and repair packages of roughly $8.6m are already underway or being contracted.
- **September 2027** — first Billy Cay berth and initial upland phase expected.
- **Mid-2028** — phase one of the cruise terminal.
- **November 2028** — targeted opening of both the MSC beach club and the first phase of the Billy Cay terminal.
- **Early 2029** — airport terminal completion target; full Billy Cay completion also expected in 2029.

Carnival has already delivered its share: the Celebration Key pier extension was completed ahead of schedule in June 2026, adding two berths for a total of four, lifting daily capacity above 13,000 visitors and adding roughly 200 ship calls and 700,000 passenger arrivals a year. With Carnival's $600m Celebration Cay programme alongside Billy Cay, announced cruise investment on the island approaches $1bn.

## Payroll is the rental demand signal

Cruise passenger counts are a weak proxy for residential rental demand, because day visitors do not rent housing. Payroll is the better indicator, and it has now been quantified: MSC expects its Freeport programme to generate more than 600 direct jobs and an annual payroll above $14m. The Billy Cay assessment separately projects about 350 construction workers across project phases and about 320 operational workers at peak hours, with the Bahamian share of the workforce described as not yet determined.

The distinction matters for underwriting. Construction-phase demand is temporary and concentrated in 2027 and 2028; operational-phase demand begins in late 2028 and is permanent. An acquisition underwritten on construction-phase occupancy assumes a demand source with a scheduled end date.

## The financing backdrop

The October bond priced its 13-year tranche at a 7.7% coupon maturing in 2039 — about half a percentage point below the 8.25% on last year's $1.067bn issue. That came in a year when US 10-year Treasury yields rose 1.1 percentage points, making it a spread compression rather than a rate windfall. The government also reported a $39.3m fiscal surplus for 2025–2026.

The Grand Bahama portion is the more direct read-through: proceeds repay a $200m government-guaranteed term loan of Grand Bahama Energy Company and $131.82m of Grand Bahama Power Company principal at maturity. The utility was acquired by the government in May 2026, and since June more than 17,000 households and 1,500 small and medium businesses have reported lower bills, with residential bills down at least 35% on the government's account. On an island where electricity has historically been a material line in any operating pro forma, a structurally lower tariff moves net operating income assumptions more than a headline tourism number does.

## The baseline this calendar has to repair

An investment-committee view requires the counter-figures, and the government's own Green Paper supplies them. Stopover visitors — the overnight segment that supports accommodation — fell from 587,250 in 1995 to 101,077 last year, roughly 83% lower. Population declined 9% between 2010 and 2022, to 46,740. At the last census, 4,306 of 22,127 homes stood vacant. Economic output reached $1.8bn in 2024, up 13.4% but still 7.5% below 2021.

Recent direction is better: unemployment fell from 12.8% at the start of 2025 to 8.7% by year-end, construction permit value more than doubled in 2024, and first-quarter 2026 foreign arrivals to Grand Bahama reached about 400,000 against roughly 100,000 a year earlier, with sea traffic quadrupling on the back of the offshore cruise facility. Air arrivals rose only 4.8% in the same quarter. The gap between those two growth rates is the investment thesis, and the airport terminal is the asset meant to close it.

## Five questions for the construction window

- **Which phase does the cash flow depend on?** Construction-phase tenant demand ends on a schedule; operational-phase demand does not.
- **Is the permitting authority confirmed for this parcel?** Inside the Port Area, zoning, building permits and business licences have sat with the Grand Bahama Port Authority. A government Green Paper now proposes a Grand Bahama Development Council from July 2027, a review of the 1955 Hawksbill Creek Agreement and a new Grand Bahama Development Act, with consultation to 30 April 2027 and passage targeted for the first quarter of 2028. The February 2026 arbitration award did not repeal the agreement. Treat permitting authority as a live question through 2028 and verify it at file level; the checks are in [Freeport Free Trade Zone: What Buyers Must Verify](https://cphinvestmentgroup.com/en/blog/freeport-free-trade-zone-what-buyers-must-verify).
- **Will insurance bind, and at what cost?** Bahamian property and casualty premiums rose by as much as 20% from 2022 as reinsurance supply tightened, and underwriters interviewed in December 2025 expected rates to hold near current levels rather than fall. Capacity, not price, was described as the constraint.
- **What is the elevation and the storm basis?** The new airport terminal is being built with its floor 23.5 feet above sea level against a 100-year storm standard, against about 10.5 feet for the terminal Hurricane Dorian filled to the roofline in 2019 — a useful benchmark for private assets.
- **How is the holding period taxed?** A dedicated property tax rate for foreign owners took effect on 1 July 2026, and the wider tax and residency framework sits in our [guide to tax and residency in The Bahamas](https://cphinvestmentgroup.com/en/blog/the-ultimate-guide-to-tax-residency-in-the-bahamas-for-us-canadian-investors).

Residency is a separate question from asset selection and is often misreported. For Grand Bahama and the Freeport special economic zone, there is no minimum physical-presence requirement attached to the Home Owner's Residence Card or to Permanent Residency. The 90 days frequently quoted relate to the Permanent Residency Certificate, which is issued once a person has been in the country for more than 90 days; it is not an ongoing presence test, and the certificate remains in force for life unless revoked under Section 18 of the Immigration Act. For other islands, take advice from a suitable Bahamian attorney. Our wider market view sits in [Grand Bahama Market: A Sleeping Giant Awakens](https://cphinvestmentgroup.com/en/blog/grand-bahama-market-us-canadian-investors).

## Where to take this next

The calendar above is public. What it does not tell you is which parcels sit in the catchment of the 2028 openings, how the two demand curves overlap on a given asset, or how the permitting review bears on a particular file. We maintain project-level analysis on those questions for accredited investors and can share it on request.
